Paranormal creatures roamed the world among humans freely. The United States of America did what it could to police the non-magical ones but the others were uncontrollable.
Congress and President Huey Long decieded to change that. In 1959 they directed FBI Director J Edgar Hoover to create the Magical Division. He appointed one man to the job.
